Refrigerant and the rules
Refrigerators, freezers, window air conditioners and commercial cooling equipment hold refrigerant that federal rules require to be recovered before the unit is scrapped. The EPA puts the duty at the end of the chain: "The final person in the disposal chain (such as a scrap metal recycler or landfill owner) is responsible for ensuring that refrigerant is recovered from equipment before its final disposal."1 That person must obtain "a signed statement from the person who dropped off the appliance. The signed statement must include the name and address of the person who recovered the refrigerant, and the date that the refrigerant was recovered."1 For a business retiring cooling equipment, the practical question to ask any recycler is who recovers the refrigerant and what document you get for it.
