Why the numbers are usually missing

That person does not need to be senior and does not need extra hours. They need to be the one who notices when a bin is in the wrong place and can have it moved.
Where a site cannot name that person, it is better to design something simpler that runs without supervision than something ambitious that quietly stops working in the second month.
